A Digital Arts Research Residency on Public Spaces

Since 2020, we have entered a new era. Our societies have been shaken to the core by the pandemic, questioning our definitions of concepts such as freedom of movement, public space, social ties, communal ground, shared cultures and collective imagination. Individual private space, digital social space and collective public space are the centre stage of our changing identities. We believe that digital arts and place-based research have much to offer to this conversation, as they provide mechanisms for discourse, celebration, reflection, community-building and coping with pervasive change.

This digital arts research residency aims to provide artists working in digital arts with the time and space to interrogate access to public space through artistic/digital means. What does it mean to create Digital Artworks in the Public Space in the current climate of societal change?

Artistic-technical interventions in the public space shall invite the spectator to engage with the social aspects of the respective space. Questions that can be addressed during the Research Residency can be but are not limited to the following:

  • What is perceived as usable? What are the environmental impacts?
  • Where do we perceive borders of public and private?
  • Who draws these borders?
  • Where do we find non-places?
  • How do we move within the space?
  • In a post-COVID-19 context, which kind of conversation can we trigger between cities, artists, and audiences?

Background

Cybernate is the first Digital Arts Research Residency developed between Ireland and France.

Ireland and France have agreed on a Joint Plan of Action (2021-2025) to strengthen and deepen relations between the two countries across a range of cultural, educational and political activities. Among the aims of this plan is to foster the digital economy and to jointly promote cultural exchanges, including the creation of several new cultural fellowships and residency programmes between Irish and French institutions. This new digital arts research residency project responds to such objectives. Ireland will further support the ambitions of this Plan by expanding its footprint in France, including opening a new Consulate General in Lyon. This reflects the increased presence of Ireland in the third largest city of France as Enterprise Ireland opened a new office in Lyon in 2019.

About Cybernate

Galway Culture Company will launch in October 2022 has developed Cybernate - a Digital Arts Research Residency in Public Space in partnership with Pôle PIXEL, HACNUM Network, CREW, the French Embassy in Ireland and ATU and funded by The Arts Council. The residency is produced by Culture Works.

The residency is funded by the Arts Council’s International Residency Programme - a pilot initiative by the Arts Council.

This is an online and in-person residency programme for three Irish artists and three French artists who specialise in Digital Arts and have presented work in Public Space or wish to present work in the public space. The programme will take place from November 2022 to March 2023 including two 2-week in-person residencies in Lyon (FR) and Galway (IE) respectively. The aim of this research residency is to offer participating artists time, space, and networking opportunities. A call for submissions selects the candidates according to the proposed project idea the artists would like to develop.

Galway Culture Company was established to create opportunities to engage with EU partners and local place-based programming which honours the relationships and builds on the learnings and outcomes of Galway’s Designation of European Capital of Culture. Galway Culture Company will bring together key agencies and stakeholders to drive forward a collective creative vision for Galway through meaningful partnership and collaboration. To ensure the best possible experience and time for artists Galway Culture Company are announcing this residency ahead of schedule.

Artists are required to have a good level of English as the working language of the Digital Research Residency is English.

Expectations Of The Artist

The aim of the research residency is to develop a project idea in Digital Arts for public space and present a work in progress at the end of the residency. This does not need to be a fully developed project. Furthermore, the participating artists will be supported with time, space, and networking opportunities. A call for submissions selects the candidates according to the proposed project.

Objectives And Expected Outcomes

The objectives of the research residency are to

  • increase mutual knowledge (ecosystem and capacity building, new artistic collaborations, long-term strategy) for the selected artists, and the sharing of ideas and best practices around creativity and digital practices in the public space,
  • enhance connections between participating artists and cultural institutions, leading to future artistic productions,
  • generating long-term partnerships and collaborative projects between France and Ireland for the future.

Duration Of Residency/Schedule

Selected Artists will begin their engagement online in November 2022 and finish their research residency in March 2023.

The research residency will include a set of online sessions and 2 weeks stay in Lyon (France) and 2 weeks stay in Galway (Ireland)

Online - Participation in online sessions including:

  • One welcome session
  • Two individual one-hour online sessions per artist with an allocated mentor
  • Three individual sessions with Creative Producers at Culture Works to facilitate project ideas and research
  • Two group sessions with all artists involved
  • One De-brief session at the end of the Research Residency

Residency period #1: 05/12/2022 – 17/12/2022 in Lyon, France. Residency takes place during Fête des Lumières with the opportunity to experience the festival locally. 2 Weeks.

Residency period #2: 27/02/2023 – 12/03/2023 in Galway, Ireland. 2 Weeks

  • Accommodation will be provided in each location, with selected artists living together where feasible.

Application Information

This call for submissions is addressed to Artists living and working in Ireland or France who, preferably have experience with projects in Digital Arts and in public space––in the form of installations, performances, temporary interventions or participatory projects. However, the main selection criteria will be

  • The proposed project idea and/or area that artists would like to develop and its feasibility
  • The artist’s experience according to previous projects
  • We also encourage socially-engaged and participatory projects that take place in the urban space.

Artists who would like to be considered as candidates are asked to submit the following documents in English (max. 10 MB) with the subject “Digital Arts in Public Space 2022/2023” through the application portal:

  1. The fully completed application form.
  2. A professional CV detailing recent projects, exhibitions, workshops and residencies (max. 2 pages).
  3. Up to five examples of previous projects (realised in public space), that refers to the proposed project.

Résidence de recherche autour des Arts Numériques en espace public

2020 a marqué notre entrée dans une nouvelle ère. La pandémie a profondément ébranlé nos sociétés actuelles, remettant en question des valeurs et libertés clés, telles que notre liberté de mouvement, la définition et la gestion de l’espace public, les liens sociaux, les valeurs partagées, le vivre-ensemble, nos pratiques culturelles ainsi que nos imaginaires collectifs. Nos identités mouvantes semblent se redéfinir, dès lors, autour de trois typologies d’espace : « l’espace privé individuel », « l’espace de socialisation numérique », et « l’espace public collectif ». Autour de ces questionnements, les arts numériques et la recherche artistique in situ peuvent jouer un rôle central comme étant moteur à la fois de débats, de célébrations, de réflexion, d’animation de communautés et de résilience.

Ce programme de résidence d’arts numériques vise à offrir un espace-temps de recherche artistique à des artistes interrogeant la place, le sens de l’espace public et son accès à travers des modes d’expression artistiques numériques. Dans le contexte actuel de transformations sociales, quel sens peuvent porter des œuvres d’Arts Numériques en espace public ?
Les réflexions menées tourneront notamment autour du lien créé entre le spectateur et le l’espace in situ dans toutes ses spécificités. Au cours de la résidence, les pistes de recherche suivantes pourront être explorées (liste non exhaustive) :

  • Quelles matières et outils sont utilisés ? Quels en sont les impacts environnementaux ?
  • Quelles sont les frontières palpables et impalpables entre l’espace public et privé?
  • Qui décide de ces frontières ?
  • Où trouve-t-on des non-lieux ?
  • Comment se déplace-t-on dans ces différentes typologies d’espaces ?
  • Dans un contexte post-COVID, quel type de conversation peut-on provoquer entre des villes, des artistes, et des publics ?

CONTEXTE

Cybernate est la première résidence de recherche en arts numériques développée entre l'Irlande et la France.

L'Irlande et la France ont signé un plan d’action conjoint(2021-2025) afin de renforcer les relations entre les deux pays à travers la coopération culturelle, éducative et politique. Ce plan vise notamment à favoriser l'économie numérique et à promouvoir conjointement les échanges culturels, notamment en créant plusieurs nouveaux programmes de bourses et de résidences culturelles entre institutions irlandaises et françaises. Ce nouveau projet de résidence de recherche en arts numériques répond à ces objectifs. L'Irlande soutiendra les ambitions de ce plan en étendant sa présence en France, notamment en ouvrant un nouveau consulat général à Lyon. Cela reflète la présence accrue de l'Irlande dans la troisième plus grande ville de France, où notamment Enterprise Ireland a déjà ouvert une nouvelle antenne depuis 2019.

Galway Culture Company (lancer en Octobre 2022) a développé le programme Cybernate - a Digital Arts Research Residency in Public Space - en partenariat avec Pôle PIXEL, le réseau HACNUM, CREW, l’Ambassade de France en Irlande et ATU avec le soutien financier du Arts Council. Cette résidence est produite par Culture Works.

Cette résidence est financée par l’Arts Council’s International Residency Programme - une initiative pilote du Arts Council.

Présentation Détaillée

L’objectif de cette résidence est d’accompagner les artistes dans leur réflexion autour d’un projet Arts Hybrides et Numériques au sein de l’espace public. A l'issue de la résidence, chaque artiste devra présenter les résultats de sa recherche sous la forme d’un work in progress. Aucune forme aboutie n’est attendue et la résidence peut mener les artistes à regrouper leur projet respectif sous une forme collective. Les artistes sélectionnés bénéficieront de temps, d'espace, de matériel et de conseils ainsi que de mise en relation avec des professionnels pouvant les aider à développer leur projet.

Ce programme se déroule en anglais, en présentiel et en ligne. Il s’adresse à six artistes ou collectifs (représenté par 3 membres maximum) : trois français et trois irlandais, spécialisés en Arts Hybrides et Numériques et ayant déjà réalisé (ou souhaitant réaliser) une œuvre en espace public.

La résidence aura lieu entre Novembre 2022 et Mars 2023, comprenant deux périodes de résidence en présentiel : deux semaines à Lyon (FR) et deux semaines à Galway (IE).

Les candidats seront sélectionnés sur la base des projets et axes de recherche envoyés en réponse au présent appel.

Les artistes doivent avoir un bon niveau d'anglais qui sera la langue de travail de la résidence de recherche numérique.

Attentes De l'Artiste

L'objectif de la résidence de recherche est de développer une idée de projet en arts numériques pour l'espace public et de présenter un travail en cours à la fin de la résidence. Il n'est pas nécessaire d’avoir entièrement développé le projet. En outre, les artistes participants bénéficieront d'un soutien en termes de temps, d'espace et de possibilités de mise en réseau. L’appel à candidatures permet de sélectionner les candidats en fonction du projet proposé.

Objectifs Et Résultats Attendus

Les objectifs de la résidence de recherche sont les suivants :

  • Soutenir la montée en compétences des artistes et le développement de leur réseau professionnel, ainsi que le partage de savoir-faire, et de bonnes pratiques autour des enjeux de l’art numérique en espace public
  • Impulser la rencontre entre les artistes sélectionnés et les structures culturelles locales, pouvant conduire à de futures collaborations artistiques
  • Lancer des partenariats de long terme et de nouveaux projets collaboratifs entre la France et l'Irlande

Durée Et Programme

Les artistes sélectionnés s’engagent à commencer la résidence de recherche en novembre 2022 (en ligne) et terminer en mars 2023.
La résidence de recherche comprendra un ensemble de sessions en ligne, un séjour de deux semaines à Lyon (France) et un séjour de deux semaines à Galway (Irlande).

Le Programme De Résidence Offre Aux Artistes :

  • Une bourse de recherche artistique,
  • Des temps de rencontres et d’échanges avec des institutions culturelles des territoires d’accueil, ainsi qu’avec des réseaux de production partenaires,
  • Un programme de rencontres et de master classes avec des experts du champs des Arts Hybrides et Numériques (trois master classes par ville) ,
  • Des éventuelles suites à cette résidence afin de permettre aux artistes sélectionnés de produire les projets soumis au présent appel,
  • Des opportunités de développement de réseau avec des pairs, des experts et des mentors,
  • Un soutien technique et logistique de l’équipe de production (en fonction des disponibilités et des besoins des projets) ainsi qu’un accompagnement personnalisé tout au long de la résidence, assuré par les équipes de Galway Culture Company, Culture Works, Pôle PIXEL, CREW, ATU

  • Une session de lancement de la résidence
  • Deux temps de suivi individuels par artiste avec les organisateurs (1h par entretien)
  • Trois rendez-vous individuels avec les chargés de production de Culture Works, ayant pour objet l’accompagnement et le suivi des projets respectifs et des pistes de recherche
  • Deux temps de partage collectifs avec l’ensemble des artistes sélectionnés
  • Une session de bilan à l’issue de la résidence

Cette étape de résidence se déroulera notamment durant la Fête des Lumières . Des passerelles seront établies avec cet événement et avec la Biennale d’Arts Hybrides et Numériques Chroniques (Marseille).

Cet appel s’adresse aux artistes vivant et travaillant en Irlande ou en France, ayant, préférablement, déjà réalisé des projets d’Arts hybrides et numériques en espace public (sous la forme d’installations, de performances, de projets participatifs ou d’interventions temporaires).

Les artistes seront sélectionnés selon les critères suivants:

  • Qualité et faisabilité du projet et des axes de recherche retenus,
  • Expérience des candidats et portfolio
  • Une attention particulière sera portée aux projets comportant une dimension participative ou socialement engagée
